Winnie Felps was born in Coryell County, Texas, USA on 10 October 1911. She had at least eight siblings.
Following the death of 115-year-old Ms. Francis of Houston on 22 October 2024, Ms. Felps became the oldest known living person in the U.S. state of Texas.
Her age was validated by LongeviQuest on 22 June 2023.
She is currently the fourth-oldest known living person in the United States, behind Ms. Whitehead, Ms. Harris and Ms. Gibson.
As of January 14, 2025, she lives in Texas, USA.

On her 107th birthday in 2018.

On her 110th birthday in 2021.
