I think it's worth mentioning that Gwen Moore's birth record actually lists her DOB as 2 December 1911, although I wouldn't be surprised if her baptismal record supported 27/28 November, since sometimes those documents can have mistakes. 

Mrs. Duisberg lives in Chile now, not Argentina, not usual situation where a case moves in another country during their supercentenarian years...

There might actually be a different reason for that DOB on her birth certificate, looking at the date when the birth was registered.
