Arend-Francier was born in Anderlecht, Brussels-Capital Region, Belgium, on 28 February 1913. At some point, she married André Henri Arend (1905–1969). She left Belgium for Ajaccio, the capital of Corsica, after the death of her husband in 1969.
Arend-Francier passed away at the same age as Joanna Deroover-Turcksin (1890–2002), the oldest person ever born in Belgium. They now share this title.
