This is because Hiroshima prefecture has announced that from 9 January 2024 onwards, Mrs Misao Kobayashi (小林貞) of Hiroshima City is the oldest living person in Hiroshima prefecture. Although this most likely implies that Hisayo Nobuyasu died on that date, it is not explicitly mentioned in the document, hence the caution.
